Hi! Can you check if Q68 Gate pin is shorted to ground or the C431 cap is shorting to ground as well? Looks like there is an AND Gate producing the 3vsb enable and a capacitor. Those are the only related components to the enable signal of 3vsb.
The mobo is not turning on at all right? It only turns on if you force jump the ps_on in the ATX connector but not when turning on via mobo Switch? If it's not turning on at all there should be something shorting out somewhere.

Hi ilod, you can try measuring the gate on diode mode red probe on ground. You should get around 0.4-0.7 voltage drop on them. If you find an odd mosfet, try to then measure the gate in resistance mode to see if it's a short. Just my 2 cents.

Hi! I’m not a professional tech but I recently fixed an MSI B450M Mortar Max with as shorted 3VSB line but it was an AMD Board. Looks like this is an intel board. Do you have a boardview file for this? It’s reassuring that you didn’t get a dead short on the PCH so it gives you a slight relief. You can eliminate the PCH for now but who knows…
How I found out that I had a short in my 3VSB rail is by randomly measuring caps till I found a dead short 0ohms to groun on one of the electrolytic caps. Checked...

Hi Mate! I'm also a newbie who is constantly searching for more knowledge. Here's a screenshot of the power rail for that series of GPUs. I got this from the youtube video "The GPU REPAIR GUIDE. How to fix GPU /Graphics card not detected. AMD Radeon or Nvidia", it's a good watch, check that out.
I know once your turn on, 12v, 3.3v, and 5v should also turn on. Once these rails are online, you'll get 1.8, pex and vmem and vcore so I believe those are the pre-requisistes, please...

Final update!
It's alive! Replaced the cap with from a donor board and the motherboard now powers up. It doesn't post though but that's a different issue from this. Thanks for the tips guys!

Update on this Board Issue:
The Voltage Injector Module arrived. It's not techincally meant for this purpose but it does the job. It's a DC-DC Buck Module that does Constant Current. 1.2v-30V max 5amps.
I was able to isolate the problem component by injecting 3v 2a. I don't havea thermal cam so I smoldered my finger looking for hot place. Dump some alcohol and found it. Voltage injection is awesome! Anyway, based on the board view and schematics, I think it's a filtering capacitor for USB C Power? See pictures below:...

Hi Stormanimal83, thanks for the input. I measured around the caps around the chipset (FCH) and there were no direct short to ground. There is one cap but it connects directly to 3vcc based on the boardview file that I got. When I look at the 3VSB net, I don't see it directly connecting to the FCH. That's why I still have hope but who knows. I'll update once my short killer arrives....

Hello Everyone!
Just wondering if I'm on the right path.
I have an MSI B450m Mortar Max MS-7b89 ver1.1 and it's not powering on. I started measuring around on some caps and mosfets and I found a dead short at one of the capacitors for the 3VSB circuit. The mosfets for CPU, and VRAM and other Mosfets doesn't read a short at all. First I tried to remove the capacitor but the short is still there. I checked the only related mosfet based on the BoardView file that I got and it's not shorted. But all the caps that are connected to the 3VSB net is shorted...
