This hisense is not putting out the 98 volts x 4 that its supposed to. Its putting out 35.1, 35.3,29 and 31 volts. I dont have capacitor tester. I do have a klien mm600 multimeter and a led tester.

All the leds appear to function.
Can I get guidance on what components to test in regards to this low voltage issue ?... -
