Having a issue with the 3.4v line dropping and fluctuating, TV works fine for the first 20 seconds and then the 3.4 goes all wacked, i drew a line in red to the board that the 3.4 drops on

Hi All
I have a Samsung PN42A450P1D with no display, the TV powers on, blue light is on in the middle, the buttons on the side make noise when you hit them, power button works, but there is no display
VA, and VS voltages are right on target no bulging caps
any ideas?. -

Having a frustrating issue , when tv is plugged in power supply starts continuous clicking , red power led remains solid red on the front . Clicking is coming from the relay(S) -
