what is the connection between input and lack of high PLT_RST# and CPUPWRGD

PS ASUS sometimes allows autostart without a battery.

From the adapter turns on spontaneously. There is a reaction to the button, but there is a restart. Can't be turned off with the button.

When the adapter is connected, it immediately turns on with 3 indicators. There are basic voltages
except VCCCORE and VCCGT. Bios threw another one without changes. Nothing gets hot. The hub has 32 kHz and 24 MHz.
CPUPWRGD low. PM_PWROK and PM_SYSPWROK come to the hub. PLT_RST# is also low.
