I did note there is clicking noise on the power supply that is timed with the flicker of the standby light. This explains why I was seeing some fluctuation in the voltage on the 14V side. It remains steady after things have warmed up.
24V side
PINS 1-4=0v
PINS 5-8=Ground
B=0v
A=0V
14V Side
A=0V
B=0V
PINS 3-4=Ground
PINS 5-6=14V
S=1.14V...

CapLeaker: Why am I looking at a 10 year old TV? To expand my knowledge on fixing things.
I was able to replace the fuse and caps on this power supply. The 14V side of the board is working, but the 24V side is still dead.
I learned how to use the diode testing function on my VOM. Had no clue it had that capability nor had I ever tested a diode before.
I checked the D2 (UF5407) diode and it has a reading of .409. This is on the low side from what I've found. I'll have to source a replacement...

Hyundai HQL320WR/LT32AW000 - Dead power supply
Found this Hyundia set disposed improperly at a paper recycling center and thought I'd get some entertainment out of it.
The set showed no signs of life when trying to turn it on. I tore it apart and determined there was no output current on the power board. There is a brownish spot on the bottom of the board. The two resistors (R6) had a bad solder joint that I reflowed. I was also able to confirm the fuse is blown.
I'm going to replace the fuse and re-cap the board. Does anyone have any other parts they would recommend replacing?...

The evaporator fan motor tested good with a battery. I ended up re-caping most of the board to get the fan to run.
It seems like most of the brands have complaints about them. I have a GE Profile that the water line in the door freezes up. If it was under warranty, they would replace the doors. The insulation deteriorates and the doors are glued together so there is no "nice" way to fix it. I found a post where someone taped foam insulation board to fix the problem...I only deal with the problem about once a year...

And so I venture from TV's to appliances...haven't found a TV to work on in a while.
I helped out a friend that had a refrigerator that was cooling. He had a repairman condemn the unit and I figured I had nothing to lose but an hour or two doing something I enjoy.
The unit had power (lights) but nothing else was going on. The repairman had told him the mainboard needed to be replaced. I removed the board and inspected it for problems. As you can see problems were pretty obvious.

I measured the voltage several times with my testing rig and it was the same each time. I reattached the regulator to the main board and the readings were the same as before it was removed.
I gleened a little bit of knowledge from that excercise. I'm still not comfortable with the readings from the test.
Here are the measurements from the regulator on the t-con board.
I can't seem to find any specs on this one.

Something doesn't seem right with my testing method or I don't fully understand how I should be testing the regulator.
2xAA batteries=~3.0V
PIN1 connected to Negative (GND)
PIN3 connected to Positive
Measure
PIN1 to PIN3=3.057V
PIN1 to PIN2=1.466V
Shouldn't PIN2=1.2V per the spec sheet? (RT9183 12PGFAD11W)

Samsung LN32A450C1D - With partial picture
As you can see in the picture, I have a Samsung LN32A450C1D that has a partial picture.
The set doesn't appear to have any power issues. I'll re-cap the power board(Samwha caps) after I get the main issue resolved.
TCON fuse shows 11.91 on both sides

To bring everyone up to speed on this repair...
I tried replacing the cap and there was no change. I was still lacking any voltage on C188 and C192.
I was able to pick up a used board on ebay for $26. I would have like to fixed it at the component level, but sometimes it's not worth the battle.

3 TV's repaired and I'm looking for more.....I've caught the bug.

I checked for voltage on every capacitor on this board(negative to ground and positive on each cap). I have voltage on all but two caps. The ones right next to the regulator that I replaced (C188 and C192).

The regulator does have 5 pins and the data sheet confirms pin1=EN and pin2=VIN.
That explains why the measurements on pin1 and 2 were the same on my previous test.
After connecting pin1 and pin2, I'm measuring 3 volts on pin4. That doesn't make sense to me. It was measuring lower than the input voltage before....

I cleaned the back of the mainboard with alcohol. I've examined that area throughly with a magnifying glass and I can't determine the source of that mess. It looks like flux to me. Here are the new pictures.
All of the ferrite beads tested good....
