I had a hunch that this is how it works but I didn't want to risk it. It worked, first I tried an older version but it didn't work, then I chose an intermediate version, e.g. 280 and it works. thanks

I have a Dell Latitude 5480 (service tag dpmszf2) that has not been used for some time, I reinstalled windows, updated it through windows updates to version 1.31 and I get the error: Alert! TPM device is not detected. and it does not go further unless I press f1.
I activated bios downgrade in the bios, I tried several options in windows to downgrade the bios but they didn't work, error after restart.
I tried about 5-6 options posted by you above - it didn't want to display the laptop at all.
I saved my bios and rewrote it then the laptop displayed.
