Thanks for the suggestion and eBay links on the eeprom readers/programmers.
You taught me something new about other various paths that could be taken.
Unfortunately, this is a bit out of my technical league on performing the download/upload.
Surfing the web tonight, I located a replacement board which I did not have any luck in finding over the last couple of weeks. It must have became newly available. I ordered it and will update when it arrives.

Not sure how I would do this, but interested in learning on how to read the dump.
"If you have a programmer, try to read the dump and put it here, I'll look at the contents, and if the problem is in the firmware, then I'll try to fix it."

As an alternative, could I swap this ONN board currently on eBay with the Westinghouse board. It has the same footprint and connections.

Pin 1 0v
Pin 2 5.15v
Pin 3 0v
Pin 4 5.16v
Pin 5 3.34v
Pin 6 3.34v
Pin 7 1.82v
Pin 8 1.82v

Attached photo of the ports where the voltage readings were obtained and the lit red standby light.
When I press the power on button on the tv, nothing happens. Also, when I try the remote control power button, nothing happens, red standby light stays lit.
Would anyone know which ports to jump to force a turn on? Is that a good next step, or something else. Thank you for your questions and suggestions!...

Thanks for the tip on testing non powered! I tested each Diode, DB1, DB2, DB3, and DB4 receiving these readings: 613,1; 610,1; 612,1; and 610,1. So they appear ok. I believe these are part number 1N5408.
In testing the yellow rectangle cap board position CXB1 (part number CBB62B) I set my multi meter at 2000k ohms and the readings climb to 1184 and then stop. Not sure if that is good/bad or pass/fail.
Next step to test please!

Westinghouse TV WD48FAB100 Not Powering On – Burn Mark Found on Power Supply .
I have a Westinghouse LED TV, model WD48FAB100 that is not powering on. Upon removing the back cover, I noticed a burn mark where the AC cord connects to the power supply/main board. In this model, there is only one board combining the two functions. Previous owner said the TV experienced a lightening strike, but who knows. I checked the main fuse, tested OK. Here are a collection of readings from the power supply ports. Looking for some guidance on what to test/check next....
