I also did notice with my thermal cam that the cpu was getting warm. That’s how I zeroed in on this chip. It was showing hot on the thermal cam.
I can plug power up and hear the beep, like plugging in a iPhone to charge. Fans start spinning, caps lock light will turn on and off, and fans then start spinning faster, like top speed. But nothing else happens. All usb c ports get same result.

Meter is a milwaukee TRMS, not a expensive meter. I have a couple of flukes at my office that are more accurate, im sure. This is just the meter i use everyday to do electrical work.
I am getting 4.9 ohms between ground and pin 1. Which seems quite high

Tried that still same result.
Should the C1161 (located below CPU) read to ground on pins 1 and 3. According to boardview. Pin 1 is ppvccgt_s0_cpu and 2 is ground. But both read to ground terminals

A1706 MBP 820-00239-09 Issues
I have a 2016 A1706 Macbook Pro touchbar.
Board will take 20.1 v from charger. Amps range from .4 to .9. Jump back and forth.
Fans turn on, beeps when plug charger up, and caps lock light will turn on and off.
13.1 V stable at ppbus.
Board is clean, no obvious burnt chips, no water damage.
CPU never gets warm and no display.
Where to go from here. Im Stumped.
