Replaced 11 TMV caps the bottom black rubber plugs were being pushed out.
Thanks mockingbird and everyone else for the help.
The board works fine now.
Replaced caps fans would come on no video
Rest bios jumper no video
Pulled battery no video
Pulled board out of case checked + and - all correct
Hooked up PS on bed no video
Checked voltage at capacitors all had 1.3v
Put board back in case with 1 screw Now it works.

Tried another known good PS same problem
I unchecked the box that restarts xp when problem occurs
The computer froze and the video looked like squares in incorrect order
I will try to disable integrated video and put PCI video card
Their is no socket for PCI-e or AGP

1 long beep POST has passed all test

I get no beeps would bad caps cause this?
No message or error codes when reboots
Checked event viewer and have no errors

160 GB Seagate SATA
American Megatrends Bios V3.28
It will post but I don't get single beep meaning everything is ok
If I take the memory out I get beeps so I know the speaker works
If I start in safe mode it will run all night without rebooting
Did clean install XP pro SP3
Wiped hard drive and formatted NTFS
Used HP recovery disk and restored to original factory conditions
Will bad caps cause it to not get the beep after post
