Hello! First post but I've been lurking from time to time.

I have an industrial PC board manufactured around '99 that I'd like to use. I got it from a flea market but it was boxed and looks like it has never been opened.

However, some of the caps looks like they couldn't hold it any longer. For this reason, I haven't tried powering up the board yet.

This looks quite different from the usual bad caps problems discussed on this forum. And EVERY single one of the 6.3V green caps show this leakage (if that's what it is), but not a single one of the other...
