Thank you for replying. I have been researching reballing after reading your response. Hopefully it is something I can accomplish at my kitchen table.
I removed the motherboard today to have a closer look.i discovered a bad solder joint on the opposite side of the hot chip. It looks like a deep crater. I will try to upload a picture....

Dell Latitude 5580 no post and hot usb controller
So I had a one of those late night, knee jerk ebay bids on a Dell Latitude 5580. It will power up when I plug in the power supply and shuts off after about ten seconds. No image on screen, no fan. This is all with the cmos unplugged. It won't even try to start with the cmos plugged in, tested below 3v.
I was trying to take some voltage readings with the power supply plugged in and noticed the usb controller was getting very hot. I removed the usb-c port from the board because it looked damaged. No change. Any guidance would be appreciated.
Mother board is a LA-e152p...
