If it is shorted, most probably it has fused to the underlying pad, you can grind it off. too much heat or force can damage the underlying planes

Hi everyone, i need some help fixing an msi r7 260x card, the card suddenly stopped working while being idle. There was a short on the vmem line (<1 ohm) on cold testing, but all voltages are present on hot testing, even on the vmem line (1.35v with chips and 1.5 v without) but all 4 vram modules were getting hot, i removed all vram modules(GDDR5 elpida, 4Gb each part no. EDW4032BABG) and three of them have about 7 ohm on vdd and 1 ohm on vddq and one has 18 ohm on vdd and 1 ohm on vddq, i compared this with another GDDR5 module albeit of a smaller size, it has a much higher resistance on vdd...
