100% positive about the cap C951 was originally 0.47uF 50v and 1 was testing after each cap change!... -

Today I replaced almost all the capacitors in DELTA DPS-250GB-4 (ATX with -5V line) and it came out the problem was in C951 — 0.47uF 50v beneath the transformer bolted to the wall. +5VSB was 9.9v going down to 6.4v, now it is stable at 4.9v
