This sounds like a corrupted vbios and bad contact between gpu and vram.
You will need to reball the gpu and maybe some memory chips, for that you need an expert whitch have the right tools for that work.
You also need to reflash the vbios whitch you can do at home by using the card as secondary video card so you can post the pc and reflash the vbios without getting disturbed by any behaviour troubles. There is many tutorials out there and you can find the vbios on TechPowerUp site....
