Do you have an LED tester? If not, they are only about $30-$0 from Amazon. It will let you know if you have bad LEDs. With that voltage you mentioned (it's the unloaded voltage from the PSU) it probably is an open LED strip....

Hello everyone!
Short bit about me, I'm a retired Electronics Engineer and also a retired Deputy Sherriff. All of that and $5.00 will get you a cup of coffee anywhere except Starbucks!
