I just had homemade veal paupiette (stuffed escalope of veal) with mushrooms onions and cram sauce ! It was good too !
Here is what I find for the opto isolators:

A/ 1.13V
B/0.66V
C/19.4V
[B]Power ON:

A/ Fluctuating between 2.2 V and 9.5 V probably going even higher if I leave the probes o it for a longer period of time.
B/1.7V
C/0.15V

Oops, here comes something else, I juste checked for voltage on the big 450V 82 uF capacitor for voltage and, power On as well as power Off I have the same voltage 163V ( I used to have 378V with power ON, 163V with power Off)..... did I do anything wrong ?

Oups, Sorry about the measurement of area "C":
1-2, 2-6, 5-3 and 3-4 gives me all no continuity (infinite resistance)
- "E" gives me 0.6 ohm
- "I" gives between 3V and 9V DC constantly changing .....

I did the measurements, Here are the results:
A/ all around 0.7 ohm
B/ As per the picture below:

Between pin 1-2: 23,4 ohms
Between pin 1-3: 23,4 ohms
Between pin 2-3: 0.5 ohm

Between pin 1-3: no continuity (infinite)
Between 1-2: no continuity (infinite)
Between 2-3: 0.5 ohm
R1: 22.5 ohms...

Just to make sure, when you say "check for shorts" do I have to check for a resistance which mean with power off and in between 2 poles or between a pole and the ground ....or does it mean check for voltage between 2 poles or again between the pole and the ground ?? Excuse my ignorance !

Hello again, I did the measurements with pin 4 as the ground and I have the same results +/-0.02v.... I will be waiting for your answer about CM812 and check it tomorrow .

Thank you Plainbill, I will measure that, also my DMM doesn't have capacitance function, I discovered I have one at work I can use which has capacitance function, should I use that one instead ? If yes, to measure capacitance, should I desolder CM812 or there is no need for it ??

After more than a month, I've finally received my SMPS controller ... but after installation, unfortunately, my monitor is still not working .... I still don't have 5.3v or 24v ....
Do you have anymore suggestion ?

I ordered an SMPS controller on August 19th apparently, it's coming from Australia and I still did not receive it, so as soon as I install it, I will let you know if that worked, if not, I will try to check that capacitor !

I shorted my DMM probe and I read 0.4 ohm but I realised I made a mistake when I gave you some value of 4 ohms, it was a misreading and was actually 0.4 ohm ! Sorry about that !
I measured all the resistors around the big capacitor, here are the results:
RB801 reading 100060 OHMS vs colour code 10*10000 +/-5% OK
RB802 reading 97600 OHMS vs colour code 10*10000 +/-5% ok
RM801s reading 32.7 OHMS vs colour code 330 /10 ok
RM801 reading 0.6 OHMS vs colour code 228*0.1 problem ?
RB808 reading 2.4 OHMS...

I did my homework, First of all, I found a magnifying glass at work !!!
You are right (as usual ) there are letters on the 2 transistors, on the one on top, I can read "W5", on the bottom one, I think I read "P" or "1P".
Excuse my ignorance but no, I don't know what that mean when there are connections in some pictures and not on others !
I measured the resistance between the red point and pin 11 and it doesn't seems to be connected (1 on the left side of my DMM screen in every range mode)...

First of all, thank you very much for the explanation on the resistors, and the more I look at my 487 ohm resistor, the more I see an 4R7 ! So this one seems to be good !
I measured the resistance between the circled components, I labelled them from the lower left corner 1, then clockwise 2 is the to pin, 3 is the right one.
For the component circled at the top of the picture, I've found:
between pins 1 and 2: 21300 ohms
between pins 1 and 3: 4 ohms
between pins 2 and 3: 21300 ohms
...

4 and 10: 0v
4 and 11: 0.19v
4 and 12: 14.06v
4 and 13: 0v
4 and 14: 0.27v

For the resistors, transformer and diode I unplugged the monitor
