That mean without opening laptop can't get bios dump from Surface Book?
And open laptop without damaged screen can't...

Did you solve your problem and get bios dump?
I have same problem.
With CSME System Tools v11 r44 and command FPTw.exe -bios -d biosreg.bin
get error:
Error 316: Protected Range Registers are currently set by BIOS, preventing flash access.
Please contact the target system BIOS vendor for an option to disable Protected Range Registers.
FPT Operation Failed.
With Universal Bios Backup Toolkit 2.0 ignoring error '' can not identify the bios...

Maybe because i have Surface Book, but this manual for Surface Pro 3?

@AAAC Yes, i open command prompt as Administrator, then change path and run the utility...
This other utility showing error: " Can not identify the BIOS ! "
Maybe Surface Book BIOS can't get bios dump.
