Well now that you posted the motherboard model & rev: FDX40 LA-J261P Rev:1.0(A00) 2020-06-17 it’s clear he either flashed wrong BIOS or swapped chips (by mistake)
A Comet Lake would never run with CSME 16. Try this donor flash file instead...Leave a comment:

It’s not that there’s no information. It's more like HP system just can’t match some serial numbers (including yours 5CG14377G9) correctly one to one right now
probably something related to their database or how those serial numbers are mapped requiring the product number as well (2V1K2AW)
Post another backup of the main chip only let’s compare the two dumps

That BIOS dump is not the original. You don't have or did you upload that one by mistake?

Yeah that’s one side of the story but it does sound like she got scammed pretty badly (the 100% working part). At least she ended up with you taking all the time needed to sort everything out and fix it properly. Now it’s behind her so props for sticking with it. -
If that’s the original BIOS dump you posted then the rebuilt file should work
