Can't trace few components to find issue (no 3.3v or 5V standby, takes just 5V 1.8A from USB-C, bios not powered) - anyone got boardview to share, please?

Had this dump in badly water damaged 7280, got 2nd donor board where only bios chip was faulty (not possible to write from ~25% of it), moved bios chip from water damaged to donor board, laptop works but 1st run takes 15-20 seconds before DELL logo appears, also when switching off it takes ~10 sec to power light to go off. Haven't noticed any other issues.
Please clear ME?
(uploaded both bios dumps, donor i was able to read it, but couldn't write it back to chip, also couldn't find windows key in it)...

I've got it like this, i'm unsure what happened before, but different hdd + fresh install of system with/without dell drivers is doing the same...

It's even worse on this one than on my original or one of the random previous bioses from this topic - issues with starting laptop at all, blank screen, keyboard lit, capslock light on, need to turn it off and on few times and then at some point it will start....

Random issues with start up - keyboard lights up but blank screen, after switching off and on again seems to be ok. Also blank screen after hibernation/sleep mode in windows.
ME issue?
