why the caps acting like short, it was decoupling caps, right?
how can cpu confuse the meter?

Guys want to ask, is it normal on notebook mainboard that SMD tantalum capacitor near processor short when processor is on socket and open on processor off socket?
Do desktop mainboard acting like this too?
