I work on electronics but am probably not the best at identifying things. I have an LED lighting unit which is controlled by the board show in the photos.

This board connects two switches, a charging port and a series of batteries to a 60 LED array.

The "capacitor" that appears to be bad is located between what I have determined to be the charging port and the power switch.

Is this a capacitor? Can I just replace it? I am not sure what voltage, etc? I am not sure on this. Any help would be appreciated in identifying...
