    This was seen a long time ago, it was almost always related to the cpu clock, to solve it a small Overcloking was done from the bios to the cpu (trial and error), it was increased by +1mhz until it stopped failing, nowadays I don't know if this is still working.

    Friend do not inject voltage without being sure, that model of motherboard has no schematic or boardview, most likely you have a wrong one.
    The measurements you should do without schematic basically are:
    Check that the board is powered which is usually (19v~20v) this is checked on the current sense resistor, which is almost always after 2 mosfet where the board is energized.

    Try this type windows+R in the box type or paste this devmgmt.msc, inside that window in the "view" tab select the option "Show hidden devices".

    If it is possible to block the usb by bios programming.
    Usually the webcam also works via usb, on laptops, if you do not have a working webcam it may be an indication of bios blocking.
