Update: I replaced the 1000uf 25v with a 1000uf 16v cap. Seems to be working perfectly. Just using it as a temp fix till I can get the proper cap. So for anyone else who has this type of monitor you CAN use a 16v replacement.

Eh I've seen a few dead bugs in computer cases...I rinse stuff off with water when I don't have compressed air but doing it as a practice sounds like a pretty good idea

Since no one replied I figured it out myself. I replaced the two ceramic caps with a 10j 3kv ceramic disk cap and it worked fine after I replaced the 1000uf 25v with a 1000uf 35v.

If I had something to test the voltage to see what it was actually outputting then I'd stick the 16v cap on it...I got a 1000uf 35volt. But I had someone else put the cap on for me so I could prep the monitor to be put back together and he installed it backwards..the reverse in polarity caused the cap to vent within a minute of the monitor running. So now I gotta get another capThis can be marked are resolved.

Monitor uF (/microfad) rating
The power supply and inverter board are all in one. A 1000uf 25v cap has failed. I was wondering if I could replace it with a 2200uf 25v cap or a 3300uf 25v cap without damaging the board. Or should I replace it with another 1000uf 25v cap just for good measure..The only other cap I have that's close is a 1000uf 16v an I think I'm sposed to go UP in voltage an not down...

Power Inverter for LP2207 Gateway monitor
I traded something for the 22" Gateway LP2207 (KNOWING) It had some issues. Now my intent is to repair the faulty manufacturing of the power inverter board. I checked the graphics board found no problems but the power inverter has from what I can see three bad capacitors.
The capacitors I found bad are...if you can already guess, two ceramics and the 25 volt solid aluminum cap.
I de-soldered the burnt ceramics, thinking ohey maybe I can get some use before I get the 25 v. And replaced them with the ceramic caps used by the CCFL's on another power inverter (Same...
