Let me know how this turns out as I am trying to fix one myself and so far all I have done is replace the 220uf 10v and the 470uf 10v as they were both bulged and that did not do the trick.

I set it up so that I could measure the regulator and I did not get any VDC from any of the pins. In looking it over I was thinking that the ground path was not complete so I jumpered the monitor card to the other two cards and those to the power cord ground and tried it again.
THEN something poped as soon as I powered it up. I looked over the power supply and could not see what poped. So I assembled it all back togather and tried it. It is totally dead now.
If anyone wants this for parts...

I am going to have to work on this further tomorrow night. I will do a set up and report back the findings.
Thanks for the help and your patiance. I am learning a lot, maybee after a few more of these I can be a bit more than just a cap changer tech.

It is marked U1 and the PN is AMC1117 - 3.3FD0452FJ
1-2 0.459K ohm
2-3 70k ohm
1-3 60k ohm
I do not know if the top tab means anything but it is direct to pin two at 0.2 ohm. The other two pins to the top tap are in the k ohm range.

Looks like I cross posted with Jetadm. I attached a couple of pics of the monitor logic board. I would hate to have to change that board from the way the cables are attached to the monitor. If that is the problem I would consider this thing to far gone to fix for my abilities....

Sorry for the long lead, I am have some time now to get back to this. Also sorry for not mentioning that I did look at the panal when you brought it up, I should have said so but I forgot since I did not see anything about it. All it is is four buttons and an LED. I did attach photos of the front and back of it.
Since I am a one trick pony on these I orderd a set of caps and replaced them hoping for the best. It did not work out, still have the same issue. The monitor is full bright all day long. It will...

I looked into the fuse and connector advise and could not find any issues. The LED for the power button is green when I test it so I am stumped.
I am not an electronics wiz, for this issue I am more of a one trick poney. I have fixed about a doz monitors now with only the knowledge of replacing the PS caps and have had good luck with this as I have always found the bulged caps every time I opened one up.
Anyway this one has the good brand of Samxon for all but the big guy and that is a KM(M)...

I know this is an old thread but I figured since there is good advice here on the 700P I should see if my problem will add to it.
I have a 700P that powers up fine. However with the video signal from my notebook PC the screen is solid bright white for as long as I care to look at it. None of the buttons on the bottom work except the power on and off. The rest of the buttons produce no set up or adjustment windows and I can see no video from my PC at all.
I am thinking the power supply card...
