OK, I have "fixed" two Samsung panels with this problem. It is due to a driver I.C. debonding from the flextape that feeds into the panel glass.

The I.C. is located under the metal frame around the panel. If you are desperate enough and brave enough to risk the panel then you have to remove it from the plastic frame and lay it on its back to remove the screws in the metal frame and lift it off.

On the two units I repaired the problem was in the upper right corner of the screen so it was the furthest right...
