Hi, thanks for your replay. My brother tested the board and said it's from that IC.
Other than that the look of the IC (as attached in the first post) seems damaged as well.
I searched the forum for RT8248A and found a thread with a quite close issue:

Last year I bought an Asus GL504GW laptop from US and now it has a problem detecting the charger and was working fine (other than not charging of course) until the battery turned %0. Since I'm no longer in the US and don't have access to warranty services I need to somehow figure it out myself how to fix the issue (With the help of my brother - He has some knowledge about electronic stuff)
I tested the battery and the charger myself and both are fine. Then gave it to my brother to check the board and now he says the issue is from the "5E=" IC...

Hello everyone! And thank you all for creating and keeping alive such a great community.
I'm mainly joined here because of a laptop I bought last year from US and now it has a problem with charging. Since I'm not in US anymore and don't have access to warranty services I need to repair it somehow with the help of my brother (He has got some knowledge about electronics and stuff...)
Oh and about introducing myself: I'm a bioinformatics major student (Currently studying Msc) who's pretty newbie when it comes to hardware...
