Thank you to everyone on this thread. I decided to look at the kids tv and this thread has solved the problem. I have the D2GE-320SC1-R0 LED boards which do not have onboard fuses. Most LED's had some discolouring which suggest overheating but the first LED on one of the strips was very discoloured and after going through the process above I found that was the strip causing the open circuit.
