I have 2 840 G3's, one with touch and and one without touch. Can I replace SIO's? just for checking...

HP 450 G3 Strange behavior
HI,
Got the above laptop. As soon as the power is plugged in all lights turn on, the charging light flashes 9 times orange then 4 times orange/white, the fan spins full speed and then after few seconds restarts and same cycle repeats...... any lead..... I've noticed the I/O chip (nuvoton NPCE586HA0MX) got warm. -
