You are right, pin 7 is not 0v it is 12.7v
7 - A13V - 12.7v - my mistake
I inspected the edge boards with magnifying glass and I see no damage at all. Also this is my TV and I know what it never had any contact with water. It is possible that I damaged something dissasembling the panel (I replaced backlight LEDs), but I see no damage on the cables/boards.
WHat should be my next step?

Tried all I could: replaced the t-con board and mainboard. Swapped all cables. I see no defect on the panel cables either and touching them does not change the picture.
