Unfortunately yes. The person who changed the screen did it with the battery on place. Is it possible that motherboard is fixable?...Leave a comment:

Is my HP 250 g7 motherboard useless?
Hello. After replacing the screen my laptop stopped working. It charges and turns on the charging light. Also, with the ON button it turns the power light on for a few seconds and then off.
Cooler, screen and hdd look dead.
What should I check to know if I need to change the motherboard?
