Well i set bios to power on machine at a specific time and it did.
I found a schematic.
I have found,
Power button
Lid Switch
Power LED
All don't work.
Page 62 of HP ElitBook_840_G1_6050A2559101.pdf Is the board.
Seems like P3V3AL_PB is missing from the switch board.
The flat flex may be damaged or unplugged.
I led myself down the wrong path thinking is must be CMOS...

Updated bios in attempt to correct issue. old bios was from 2015.
I was initially thinking windows was putting pc in a odd power state but eliminated that theory by using shutdown feature in bios....

Tried new CMOS battery.
Tried without HDD.
Updated BIOS to newest.
Tried with only power adapter.
I don't think any rails apart from cmos sram will be powered from cmos battery.
I just don't get why cmos has to be cleared for it to turn on.
unless on power off it enters some weird state.

Does not power on after shutdown.
Unless all power is removed beforehand.
Cmos battery is removed.
Battery is removed.
Power adapter is unplugged.
Once done
Insert cmos battery
Main Battery
Power Adapter at this step system will power on complain about cmos reboot and boot into windows.
If restarted will work normally.
If shutdown/powered off will not power back on. unless above steps are done.

Very easy.
U will need a 5v relay that is sutibale to switch mains,
a diode,
a usb cord,
wire sutiable for mains,
Mains Plug and socket,
A case to hold relay and connections.
Two cable grips to fit the enclosure.
Good wiring practices and the relay provides the isolation.

I like our system here open neutral = low voltage
If earth bonding is bad electric shock hazard as the taps outside will become live with respect to ground.
We used to have 2 phase into houses one was continuous and the other was controlled for load shedding would run night store or hot water heater.
now we use one phase with a remote control. or use a smart meter.
in larger dwellings so 2 or more 2 or 3 phase will be found open neutral could expose the equipment in the...

If i remember correctly it is because the cables are to bulky.
The psu is mounted east west and cant get the cables to turn sharp enough to confortably thet the side on....

He just informed me system hard locked earlier so he can have his gpu back.
guess PSU swap next.

His case is pita to work on.
I'll try convince him to use the other 1200 watt psu that did not fit the case.
but will have to run with side off he will not like that idea...
