But U2970 has a marking code 21A48....

It is a bios chip, just a different packaging.
I have an adapter that came for free with the CH341 programmer that may be used for that.

Most good fluxes are no clean. But you can clean with isopropyl alcohol. I use ethyl acetate (CH3COOCH2CH3). It's a very strong solvent and does not damage the board. It's more expensive than isopropyl alcohol but only 2 drops can clean a 4x4cm area easyly. I use 100% pure ethyl acetate, but the diluted version that is found in drugstores will do the job just fine....Leave a comment:

Cold solder may cause it to charge normally when not in use, and do not charge at all when up and running.
Please, notice that I've never had a case where a Toshiba would turn off because of this problem, they normally restart. You should check if your problem is not related to bios or even the cpu before trying to do this fix.
If I had you notebook in my bench, I'd test cpu and bios first.
Also try to run your laptop without the battery.
