ok so htere is 4.9 volts going through the pins for the power button,is taht NOrmall?? also its the whole area around the capacitor that is heating up aswell. Also does the fact taht the caps near teh CPU ahve no voltage goingo through them suggest that the CPU may be fried ? I think the board is pretty much a write off. what do you gouys think?

Ok so i couldnt get the capacitor off with the soldering iron, so i had to just brake it off. I managed to get a replacement capacitor though , so i hooked it up. That too is heating up very quickly and i still am not getting and noltage across the caps near the cpu.
Any suggestions or ideas?

Ok i justed tested it and the capaciors near teh CPU dont seem to have any voltage goingo across them. but the one that gets quite hot has about .82 volts. Is that alot?Or is it a little?

Right a Got one, It cosr €30 And is made by Draper (i dont think its a good quality make).
So is there any possibility that I can blow something with this?

Ok cheers, I went to homebase today, and they only stocked one multimeter and it was €55 . I couldnt really afford to spend that much money on somehting Im only likely to use to fix this board. Hopefully tommorrow i will get a chance to try another place though.And (figers crossed) they will do cheaper ones.
Im fairly sure its not the fault of a bad installation. I think we can rule that one out.
I really appreciate all of the help you guys are giving me.

Willawake, there are no burn marks on the ATX connectors.
This ESR meter you speak off , is that one of the funtions of the multimeter you suggested to me ?

Ive tried the PSU im using for that system in another PC , and it worked. I dont have another high wattage psu to try in the problem rig. I did try a 115watt psu and i suspect that was not a good Idea , however nothing happened.
Would I be right in thinking that it is odd that the capacitor is getiing quite hot, when nothing else is?
Also because teh capacitor is getiing hot, would that suggest that something before it is damaged?

Just checked. The capacitor is only rated at 16V 100 uF do you think it would be ok , just to connect the two pins of the capacitor?

HI first off , i know nearly nothing about capacitors, but i do know a bit about pc's.
OK so heres the deal. I just bought a pc(without HDD) Of a guy in my town.
The thing is ,it wont start up. The guy I baught it off said it wouldnt start up when here tried but said it was something to do with the power button not being wired up right.
I now know that the power butten does indeed funtion correctly as i used it to start up my old (crap ) pc. the new pc's specs are as follows
AMD athlon 64 3200
512MB ram
OLD 40 gig samsung...
