I had the exact same issue down to every fluctuation on the voltage with no liquid damage.
I found out that C7801 had damaged U7700 so after replacing U7700, all the voltages stopped fluctuating but were all quite low. PPBUS_AON was only 6v so after replacing U7700 I was able to narrow it down to C7801 being shorted on the PP5V_BSTLQ_VOUT_SPMU line and now everything is working perfectly.
