Great, thanks! My electrical tape fix didn't hold up, so ended up just bridging the relay pads as you suggested. Back up and running for good.
Just out of curiosity, I was wondering what the point of this circuit is in the first place, if bypassing it causes no problems?

Not necessarily, I think it could also be a resistor or something that energizes the relay. I'm not the best with electronics troubleshooting at this level so I didn't go much farther than what's in this thread.
Seems like a common issue though, never would have got it without this thread....

Just reporting another 45VE5 saved by this thread. It had sat around for a good year or more and I just cracked it open and found no standby power and everything dead on the power board.
Found this thread and went straight after that RY6000 relay and found that holding it down while plugged in turned on standby power which then made the power switch work and the TV fired right up.
Cleaning the relay didn't help anything and I couldn't find my soldering iron so I just used electrical tape to hold the relay...
