I bought a t-con board off of ebay and it still does the same thing, no change. All the connections are tight and everything. Would I be correct in thinking it's either the main board or a bad panel and which would be more likely?

I can't get a multimeter until tomorrow to test voltages but I opened it up and checked the pictures with just one cable attached at a time and here is what I got. I got this tv tonight for free of a guy on Craigslist and this is what happens (image attached). I haven't opened it up yet but I'm not sure if it is the LCD panel, T-Con board, or something else. Looking for any possible advice.
