By this, I assume the power board that produces a strange sound has a faulty transformer. With a multimeter check the values on secondary side, this will help you with the values :

Monitor which works but does not have backligh, F301 is a common problem. Swap boards and see if it works.Leave a comment:

To avoid blowup of fuses, put an electric light bulb instead of a fuse.
Use 100W bulb. if it lit brightly and stays like that for a long time, somthing is still shorted.Leave a comment:
