Dell e5550 (LA-A913P).
Loaded and ran windows fine. Laptop runs fine except for a few things.
Wifi card not recognized
Charger not recognized, Have PSID 3.2v at connector. Will run off battery fine.
USB1 and USB2 Ports not working/no power. (USB3 port works and loaded windows onto sata drive.)
(PU1) I decided to jump pin3 to pin4 (psid) and charger was recognized and charged the battery.
But this does not help my wifi and usb ports. It's not the wifi card and the usb ports look fine.

Yes, The TPS51367 has a short, and PU201(SYX198B) 3V was fried.
Here is the link to a few datasheets on these components. I just thought maybe replace both 5V and 3V just to be safe.

PU201 (SYX198BQNC) Dual Mosfet
PU202 (SYX198CQNC) Dual Mosfet
Is there a way to reverse engineer the schematic and cross reference a compatible mosfet? I could order from china, but there are no pdf specifications for these mosfets. but I am sure there are similar dual mosfets closer to home.
I couldn't find the schematic anywhere without paying, so here it is!!!!...

Are you using those clip things to connect the ch341a to the bios chip while on motherboard? I have found that it doesn't always work 100%. I take off the chip and solder directly to ch341a pads, and yes, flashing U1 might work. But save your original .bin first of course. I have a e5440 board with dedicated graphics if you need those two .bins. I'm not sure what's wrong with it though. I know it's not the bios.

Looks like it's working good so far, it charges and runs off battery. Thanks for the idea to dig. I dug deeper then was necessary because I didn't know what I was looking for. It ended up being a huge ground plane right underneath the hot plane making contact. The coating between the to planes disintegrated and contact was made. So all that I needed to do was peel back the hot plane far enough to where there was no more contact. I Jumped a wire along the hot plane because there was hardly any left.

Injected voltage and that PCB got hot. Dug it out. Short is gone. Now time to replace Caps, a 470k resistor, and PU4403 (AON703).
I don't have any spare AON703. But I have a spare AON7401. Do you think AON7401 will be a good alternative? Would one 50V cap be ok instead of two 25v?...

There is a short somewhere in the charging circuit. Every cap that shows 1 or 2 ohm has been removed, but circuit still short, so caps soldered back on.
Measuring between positive and negative battery connector shows 1 to 2 ohms.
Mosfet PU4406 shows 2 ohm, it was removed, still show 2 ohm across circuit, so I soldered PU4406 back on.
Mosfet PU4403 was corroded, so it has been removed. and two caps above it were superheated and slightly welded to pads, they were removed.
Next I check PU4401
Pin1 33meg ohm
Pin2 27meg...

O.K. Folks,
piernov nailed it with the ac adapter. I had ordered some universal charger tips and they hadn't arrived till yesterday. Laptop started up with ac adapter tip. Did not know this could be a factor.
I want to thank techtiger for the input given. I was forced to read schematic that I dread because I don't know what all the engineering terminology means or points to.
Again, thanks for all the help, and I need to study up on schematics and terminology...

Hi techtiger, PL16 is 150ohm with or without RAM.
PL21 3k ohm
PL20 70k ohm (takes a few seconds to settle fom 130K-70Kohm)
PU11 Pin1 7 8
0V 4.5V 19.5V
PU12 Pin1 7 8
0V 5V 19.5V
PL20,21 are 13ohm when I accidentally checked for ohms while power supply is still on board and supplying power. And of course, there is no voltage at PL20,21. But I guess that means there is a gate to ground?

pin10 looks low, but I don't know if it's supposed to be 1v when board is at idle, then 3v when board is powered on?

Regarding PL20, PL21. When power is initially applied to 19v connector, they both get a quick blip of voltage for a split second, then down to 0v, almost too fast for the multimeter to show. I was able to read 2.1v at the aluminum capacitor c747 as it slowly discharges. Also, pin 8 on bios chip shows this quick blip of voltage as well....
