The voltages don't change, I get 1.3V across the two points and from the red wire to chassis both plugged and unplugged. I take it this signifies an open circuit?

Ok, update. Got a 3rd supply and waited forever for the LED replacement. Now the TV boots but I get no backlights at all (even the ones that were working before). When I check XP109 (of which only 2 pins are actually connected) the voltage settles at ~1.3V when the TV is on. I'm assuming this time the power board is bad, is that correct?
EDIT:
