Could Faulty OZ9937GN lead to monitor not turning ON? Even if its IC for CFL. what component of the monitor is Turning monitor ON if PSU has every voltage right - potentionaly.

IC LD7576PS has in datasheet:
On/Off Control
By pulling COMP pin lower than 1.2V will disable the gate
output pin of LD7576X series immediately. The off mode
can be released when the pull-low signal is removed.
what does this mean?
then this : Over Load Protection (OLP) - Latch mode

iiyama 24" E2407HDSV [DEAD]
Hi lads, I've been trying for several months (mostly waiting for parts) to repair my monitor. Before its definitive death, monitor was shutting off and on repetitively and then it just died. Led is not lit, completely dead. Now i have replaced all caps, fuse, and mosfet. I tried to replace IC LD7576PS which didnt help me. I have same monitor, Can you help me? Mine is totally DEAD, i replaced the Mosfet , IC which is ld7576PS , every cap, big+small ones, i replaced blown fuse and my monitor is still completely dead. on output from PSU to inverter i have 5Volts and one is 3.3V I think. Is that Correct?
