I had some time to go over everything with a meter and there were some incorrect values on random parts but the D-AMP PWB had some of the most consistently off.
Heres a pic that should help
Any advice on what to do/check next?

I took it apart and looked around more thoroughly for bulging caps and burn marks, there are none. The t-con is getting power so unfortunately its not that.
Any advice on where to focus my attention next would be greatly appreciated.

Luckily I took a bunch of pictures when I first disassembled it. The tcon board is the one from the tv, not the new one. All pictures are full size off the camera.

JVC LT-32X667 with a grey screen
What happens when you turn the tv on is the screen comes up solid white for half a second or so then changes to a dull grey. Pushing the buttons on the side appears to do nothing. I plugged this into my linuxbox and started up xserver with nvidia's debug mode on and it read the edid no problem, so I know the thing isn't completely fried.
I read that 90% of the time it's the T-CON board and although the fuse on it was ok I ordered a replacement anyway. Well the replacement just came in and I popped it on and sure enough I'm the lucky 10%.
