Meanwhile I'm thinking about buying an ESR meter. Any decent - affordable one you can recommend me?

Sorry, I miss explained myself
First I heated the powersupply and turned on the TV, the rebooting was gone but not the blinking.
Later I did the same with the main board, with the same results.
However, once mainboard cooled down, the rebooting issues came back. So i re-heated the main board and they were gone.
Before starting this post I replaced the 6 caps you marked me since the readings for 12V lines were about 11.5V. (That solved that issue for 12V lines but it didn't for 20V and 3.5V lines)

I did the heating experiment:
Power supply board - still blinking, but no reboot
Main board - still blinking, but no reboots
However, once the main board cooled down rebooting issues came back.
I re-heat it again, et voila, reboot issues gone (but still blinking)
And after few seconds TV was turned on, blinking was gone.
So I guess they are two separete issues?

Where are the capacitors in secondary of power suply? Most power supply capacitors are DIP sized, you mean reflow all of them?...

About the 20V line on the power supply, should stop looking at it (is it ok the 18.4v)? or just postpone it?

Yes, they are the same.
3.5v are slightly different: once it is working correctly readings are 3.465v
How about the sms resistor I was asking about? Is it correct what I was doing?

Hi everyone
I am trying to repair my former TV, an LG 37LE5500, mainly for learning purposes.
The issue is: when I turn the TV on it starts blinking and rebooting, repeating this cycle for about 10-30secs. After that, it works correctly with no issues.
I started by looking at the power supply (EAY60803001; attached front and back pictures provided by shopjimmy) measuring the following lines (bunch of cables going to main board):
