L&C Tech LC-250ATX

I am trying to power up a disk drive with an L&C Technologies LC-250ATX power supply which was removed from an old pc. The power supply was removed from the pc and the pc is gone. I turn it on and there is no fan or 12v power. I was told that I need to jumper something to get it to turn on. What do I need to do?
