I have the same E371VL TV with the same problem you describe: 12v and 5v appears on the power supply. When powered on the visio standby logo goes from amber to white, and I get a limited series of about 8 backlight flashes while hearing a ticking sound from the area of the main board. Shining a flashlight on the display reveals no image. I can turn it off and the Visio emblem returns to amber. Power it up again and the sequence repeats.

I have the same P502UI-B1E TV with what I think is the same problem, but I'm new at troubleshooting new TV's.. The last time I worked on them they were mostly tubes.

My TV produces no display and gives no sign of LED illumination. It has no bloated caps, or other apparent physical trouble. When I power it up with the power switch the white "standby" light fades out. Then if it's turned on again the "standby" light flashes once, pauses then flashes 16 times, then...
