Did you ever fix this?
I have a Samsung LE40A656 with the same symptoms. Vertical lining, not fixed but moving with the brighter parts of the image like subtitles and channel logos.
It's on all sources and tv menu's. Not the ‘hmdi x no signal' though.

It was just there one day, over the entire screen, not just one side. That would point in the direction of tcon right? Tab bonds would mean the lines are fixed or at least at one side of the screen? Don't see any burning or bad caps on the boards,...
