I don't think this is a thread hijack as the problem is very similar if not the same. Do you think it is better to open a new thread for the same pc, the same board and probably the same problem?
I think it is useful for users who will search on this forum or on google to have a unique reference for similar problems and that have a boot behavior the same as mine and DrFalken's.
This obviously doesn't mean that the thread has to become 50 pages long and be written for years for totally different problems....

Thank you for your measurement, however is difficult to understand how much vccgt must be for this board, even reading on the web there is not enough information. I'll do other tests these days, if in the meantime there are other suggestions they are welcome

The bios reflash has been the 1st test. Without success..
Battery is disconnected. It has 2 leds, power (blue), battery (blue / orange). The battery charger circuit seems ok. Battery charges normally. And with battery or with dc i get the same result.
Tomorrow i'll post all voltage measurement...

i have a customer with the same motherboard (i7-8th + mx150) and the same situation in a notebook that does not boot after he take a flight with the computer packed in the luggage.
All.voltages are ok. No short, nothing heat except cpu.
Moving the ram module in the other slot it power on and off every 3 secs for 10 Times.
Reading your thread i'm also suspecting in bad cpu/soc

the new bq24780s from mon2's chinese seller has solved the problem.
while connecting cd jack:
ACDRV 0->~5v->25,5v
CMSRC 0->~7v->19,5v
ACOK 0->3,1v->3,1v
then stable:
ACDRV 25,5v
ACOK 3,1v
battery is charging, nothing is heating, no strange noises, 1.2-2.5A current draw with windows started and battery charging.
thanks to all users those who helped me in the repair and (especially) in understanding the operation of these chargers....

check if you have 3v on pins 2,4,72,74 of the pcie connector. in this case that resistance is probably not necessary, although from the photo it seems that a component has been badly removed from that place.
if the +3v is present and stable it could be a problem of some signal, but mon2 is certainly more experienced than me

it looks like a missing component in the red circle, probably a large capacitor/inductance/resistor.
check with the boardview provided by mon2!

In these days i have replaced everything possible (in addition to what you suggested) without changes, but from this morning i can say that the problem with probability 99% is not due to the board and not even to the components, but only to the bq24780s.
This morning i got from a customer another faulty board with 24780s that turns on but sometimes it doesn't recognize/charge the battery.
I swapped the 24780s, and the problems swapped too.
Now the pc turns on also with the power supply (all values are ok...

If do you mean 3 long - 2 short ok. If you see 2 long - 3 short is related to a firmware error in the ec, and not to Ram.

Have you checked if there is signs of oxidation/water damage?
The current draw test suggested by mcplslg123 would also be important if you can do it

Thank you very much for your time, i'll check the discussion to see if anyone can give us other important information (now there is an answer but it's not very useful).
1) Regn seems stable at 6v (5,95v) with dc adapter connected. 0v on battery.
2) No corrosion/water damage.
3) Each trace and current sense seems to reach the charger ic.
4) Not always the dc passes the 2nd fet. But in both cases the initial situation is the same. I get about 1v between...

Thank you for your reply and for sharing this link. I read lots of thread in TI's forum, but not this. The situation is similar, and also in my board i can enable ACDRV only if inject 19v on CMSRC.
Probably in my board the bq24780 realizes that something is not correct, so it sets ACOK to 0v and removes +6v of the regn from the ACDRV (probably can't bring ACDRV to 0v if CMSRC remains active), so this brings about 16v in the B+ rail, and without ACOK the battery is not charged.

4 flashes can indicate a problem related to the initialization of the graphic controller as you say, although it's strange if the voltage on the gpu coil is correct.
Note that in the new bios there is a new blink code, and with 4.x flashes can also indicate a temperature (or sensor) problem. how many flashes/pauses do you see with and without ram?

the customer left me the notebook and doesn't want it back. I am continuing the repair when i have some free time, and there are some updates:
I replaced all ACN/ACP and SRP/SRN capacitors with same value and PC1 with 2200pf and PC2 with 0,1uf. Now i get about 12-15v on B+ rail with this situation:
on dc:
PQ1 GATE 12-17v
PQ1 SOURCE 12-15v
PQ1 DRAIN 19,5v
PQ9054 GATE 12-17v
PQ9054 SOURCE 12-15v
PQ9054 DRAIN 12-15v
PQ2 GATE 11,35v

If those coils are for gpu power, 4ohm could be ok, so the problem could be somewhere else.
That notebook (dell e6530, correct?) has dual graphics. Nvidia nvs+intel hd, so you could try uma conversion if you think the problem is the discrete gpu.

so i tried to connect a 4k resistor from 19v to CMSRC (pin3). in this way ACDRV remains active (but is 19v instead of 25) and ACOK is 3.3v for about 2 seconds, then it returns 0v.
