Thank you for your help, I'm sure I'll look back at your wisdom from this post in the future.
I must be on the right path if it's turning on while I'm probing that circuit. I will post what the problem was if I find out anything.
Probably about to do a little replacing (new ISL since I used a donor, lifting U1950/continuity checks, probably should change Q8150)

Ok it's back to not working, L7310 is definitely pulsing, I also measured a pulse (sort of) on PM_PCH_SYS_PWROK but the fan spun that time, and it looked like the rail only reached 0.116V? Going to try and get a read on ALL_SYS_PWRGD. I am one handing the probes so I don't think I've gotten a good read.

I measured a pulse on CPU L7310 and then when I plugged in power to measure for pulse on ALL_SYS... fan spin.

Light on charger is present. Green at first, Amber b.c no battery.
PM_SLP_S4_L pulses, multimeter caught it go up and back down. Missing while powered.

00165 - 2.7V on SMC RESET L
History is "Coffee spilled on keyboard. Dim apple logo for a while now dead." There was liquid damage on backlight driver, surprise. BIOS, RTC area was also hit, pgood guy Q8150 and U1950. Also damaged was U5600 but not liquid, more voltage surge.
I have replaced BIOS chip, U1950, U5600, R7121/2
Currently
3v3_s5 - 3.3v
3v3_sus - 3.3V
RTC G3H - 3.3V
5v_s5 - 5.1V
5VS4RS3 - 0v EN - 0v
SMC_PM_G2_EN - 3.4v
SMC_RESET_L - 2.77v
I'm a little foggy on the exact order and dependency of SMC, PGOODs, RTC Bios.

Ah you got it already, no 3v42 was not present on battery only. PPBUS was indeed 12.6V though. Hint problem wasn't a short but an OL.

Solved. The hint is in the original problem, first line in the post. What voltage did I measure, what was missing, and what soldering mistake did I make?

820-4924 Won't run on battery
4924, liquid damage near the magsafe conn, R7005 and D7005 replaced, got power.
Battery charges. Won't run off battery. Shutsdown immediately upon remove magsafe.
Tried replacing ISL, Q7130, Q7155 same time. No change.
With just battery, PPBUS measures 12.64V
Won't power on with power button on battery only.
Tried three total batteries, orig plus two testing batteries.

F me I knew when I found it it would be visibly damaged. I am the worst at using my eyes. Got to C5002 and yea it was burnt. Only a little but obvious to one of us. Thanks for the help, solved. Now to put everything back eeeee

Yes to U7090, forgot to list that one. I haven't removed L7095 but I removed C7099 and C7098. Now the only path to ground is through the feedback voltage divider which I checked earlier (haven't removed yet) but curiously both Ra and Rb measured 127 kohm??? Thanks for the suggestions, back to the chopping block.

3437 Low Res to Gnd on 3v42
I have a 3437 air board, ppbus was only 0.8V, 3v42 - 1.3V
PPDCIN 3v42 - 15.55V
Resistance to ground on 3v42 was 30 ohms
KG board measured 22 kohm
Started removing stuff and now I'm out of stuff to remove.
I ended up removing ISL, SMC, U1900, U1950, debug, IO conn, tpad conn, U5110
Checking resistance to ground after each component. 60 ohms now.
I'm thinking it must be leaky to ground in the CPU or internal trace.

00165 - Trackpad works Keyboard doesn't
I have a riddle for you: the trackpad works everywhere (efi and os) and the keyboard works nowhere. The power button works and SMC reset even works but not boot options, not nvram, and none of the keys except power work. No liquid damage, tried new keyboard. I'm stumped.

Yes. SMC lid 3.4V lid works as intended when I boot up the board in the case with external (thunderbolt) display attached.

R7700 is good, continuity is there to the driver for current sensing. 5V on VDDA and VDDD of the driver. Feedback is good, I2C lines are good. If I manually short R7702 I get 12V on the otherside of Q7706, but it still isn't getting switched/boosted. Driver has everything it needs but isn't doing it's job.
