You might be lucky and have noting what so ever in parallel with that capacitor, and be able to measure the capacitance while in circuit, however I 99% doubt nothing is in parallel with it. You most likely can install your new main without replacing the cap and still get picture. A lot of these circuit boards have redundancies, but yes based on the fact that you got .94 reading off the original. Most components for low grade electronics such as TV's have a 5% tolerance out of the factory, so...

Just a follow up here in case someone sees a 1 blink error code, but I did fine a short on two capacitors on the top left side of the board. Unfortunately there is no location number for those caps. They are just below and to the left of the IC9806. I removed them out of circuit, and tested them again and no shorts. I tested the circuit itself with both caps removed and the short was still there. I then removed the mentioned IC9806 and checked for shorts again. Shorts were once again still there. I checked...

Just find the cheapest service offered on eBay and or cheapest Nand you can find and replace the chip yourself if you have the ability to do so.
I highly recommend you ask the following question from any supplier that sells these chips.
Ask them if they can guarantee the chip to have 0 bad blocks...
