I did some research, and found that they have a habit of behaving poorly, but nothing on your specific problem (some turning on all by their self, others that won't bind, fast draining batteries, etc). You might have to send it back to Horizon, but their reputation isn't looking too good...
What I would do next is to disconnect the gray ribbon cable going between the main board and the board that has the X1TXP transmitter module and try that.

I have a bit of a collection here as well, two 4000's, four 2000's, two 1200's, two 600's, god knows how many 500's, three SX64's, two or three 128D's, four or five 128's, an unknown quantity of C64's, two Aquarius's, two Acorns, two MSX's (I always buy a spare it seems...), three or four TI-99/4A's, a couple of Spectrums, and a few FPGA-powered 8-bit clones (mist, Chameleon, and four Vampire V2's).

Yup. I write code for them on a daily basis.
So why a PLC?
Huge installed base of PLCs out there.
Companies are skittish on going with something different.
We have all had our brains re-wired to do things the "PLC way".
Robust, nearly indestructible, and nearly crash-proof.
Maintenance knows PLCs. This cuts down on the night calls.
Last, but not least, I/O. An ancient Series Six can handle 32K of real-world I/O.

Have you measured the output of the regulator while it is doing this? Is the voltage remaining constant?
