and how i can be sure transistor is dead ? is dead if continus with multimeter in transistor and metal right?

Hello my tv , on power show green led blink faster then 4x red led blink , 2s pause , 4x red etc etc
When i disconnect p2, have allways 4 blink.
When i disconnect p11, have 7 blinks.
On p11 , when i push the power button have 15v 1/2 second
I haven't voltage on P2, is my p board hs or another card ?
I need help for repairs this tv please with procedure to test that
